I agree with Trebor: "Subjective_maPping" is great
specially if we think about the "submap" idea. because, we are not interested in official carthographies, we are looking for alternatives maps. SubmaP is also interesting. this "SP" situation is only suggested here.
I would suggest also "Interstitial Maps". Maps made in the interstices between routes and stoppings, between derives and paths. Then, we could have InterMaps or even InterciMaps

Here is my suggestion for a plan:
- Project goals
A) Review the interface design and interaction design of "Twenty Four Dollar Island" as it is. http://24dollarisland.net This is the project programming backend-- we would use a similar one for Sao Paulo. It is important to identify what works and what does not. Please have a look and send feedback. Which features would you like to add and why?
B) How would you use the map that you create? Remember, there can be as many maps as we like of each of the sections of Sao Paulo. You can have your own map. What would you do with it? What are your desires and needs?
C) Which communities should be involved in the development?
- Project Scope
A) Review the current state of the Twenty Four Dollar Island project.
B) Identify the work to be done on the project
What parts of the project should be started first?
- Personnel Resources
A) Identifying who will do what work
- Setting Milestones
A) Schedule timelines for work to be done
B) Schedule regular planning and review meetings
C) Schedule future workshops introducing the mapping project
I would like to start this process as early as possible. We can use this list as discussion board and assemble documentation/ planning documents at:
